(1) Every Appeal under section 10 shall be in a written memorandum stating the grounds of appeal and shall be accompanied by such other written matter as the appellant may wish to make in support of the Appeal. (2) The Minister shall after being satisfied as to the form and relevance of the appeal take the final decision in such a case which shall be communicated in writing to the appellant.
