(1) The procurement procedure relating to a PPP Projectsshall be as follows:–
(a) the procurement procedure shall be fair,
equitable, transparent, competitive and cost
effective; and
(b) notwithstanding any provision in any other
legislation, the procurement procedure shall
be in accordance with this Act and any
regulations or rules made thereunder.
