Any person who meets the criteria stated in the preselection bidding documents shall qualify for the pre-selectionproceedings, which criteria shall include the following:– (a) adequate professional and technical qualifications, human and physical resources as may be necessary to carry out all aspects of the PPP Project; (b) appropriate managerial and organisational capability, reliability and experience, including previous experience in operating similar PPP Projects; (c) adequate financial capacity to fund, or experience in arranging financing, for the investment required for the PPP Project, and (d) no involvement in litigation that could materially affect the ability to carry out the
