Section 49, The Public-Private Partnership Act, 2010

(1) A contracting authority shall evaluate thequalifications of each bidder that has submitted an expression of interest for pre-selection, applying only the criteria that are set forth in the pre-selection bidding documents and this Act, and the contracting authority shall then prepare a pre-selection report for consideration by the Unit, as specified in section 50. (2) Each pre-selected bidder shall be invited by the contracting authority to submit a proposal in accordance with this Act after the approval of the contracting authority’s pre-selection report by the Unit as specified in section 50.
