Section 7, NPRC DECREE N0.8 1992

(1) A Secretary of State shall exercise ministerial responsibility for a Department of State or such other business of Government as the National Provisional Ruling Council may from time to time assign to him. (2) A Secretary of State shall be entitled to such remuneration, allowances, gratuities and other incidents of office as may be prescribed by the National Provisional Ruling Council.
