Section 9, NPRC DECREE N0.8 1992

(1) There shall be a Secretary to the Council of Secretaries whose office shall be a public office. (2) The Secretary to the Council of Secretaries shall be appointed by the National Provisional Ruling Council in consultation with the Public Service Commission. (3) The functions of the Secretary to the Council of Secretaries shall include— (a) having charge of the Secretariat of the Council of Secretaries; (b) responsibility for arranging the business for, and keeping the minutes of, the Council of Secretaries; and (c) any other functions that the Council of Secretaries may from time to time assign to him.
