Notwithstanding any other law, the Agency may institutecivil proceedings for -
(a) an activity which has harmed the
environment, is harming the environment or
is likely to harm the environment;
(b) recovery of -

institutions.
Institution of
Criminal
proceedings.

civil
proceedings.

(6) Fines paid under this section shall be paid into the
Consolidated Revenue Fund.
