Section 21: Subject to the approval of the Board the Commissioner-

General shall appoint qualified persons to the following offices on
such terms and conditions as may be stated in the appointment letter-
(a) Commissioner;
(b) Deputy Commissioner;
(c) Assistant Commissioner;
(d) Director;
(e) Deputy Director;
(f) Assistant Director; and
(g) Internal Auditor.
