when employed as a salaried and official professionalengineer by the government, a local authority or statutory body and by reason of his office he is in a position to grant or influence the granting of any form of statutory or other official approval, undertaken from his employers to do so, unless he can prove that his position or action in any matter is above suspicion or free from the suggestion of abuse of power;
