Section 36, The Local Government Act, 2004

(1) The Commission shall consist of- (a) a chairman, who shall be a person with considerable knowledge and experience in public administration and local government matters; (b) a representative of the Ministry; (c) a representative of the Public Service Commission; (d) a representative of the Establishment Secretariat; and (e) four other persons with considerable knowledge of local government matters, three of whom shall be women. (2) The members of the Commission shall be appointed by the President with the approval of Parliament.
