Section 98, The Local Government Act, 2004

(1) The Ministry shall mediate in any problem,uncertainty or dispute that has not been resolved to the mutual satisfaction of– (a) two or more local councils; (b) a local council and a Ministry or other agency of Government including a matter relating to the delegation of powers or functions or; (c ) a local council and a national organisation. (2) Where the Ministry is unable to resolve the problem, uncertainty or dispute to the satisfaction of the parties, it shall report the matter and make recommendation to the Inter-Ministerial Committee for its decision.
