Where a person who has committed outside Sierra Leone an offence punishable under section 1 is found in Sierra Leone and is not extradited, the Attorney-General shall decide on whether or not to bring criminal proceedings against him, in the same manner as in the case of any ordinary offence of a serious nature under the Laws of Sierra Leone.
