(1) Procurement-related functions shall be carried out bypersons trained and knowledgeable in procurement, in accordance
with the guidelines and qualification requirements established by
the Authority.
(2) Subject to this Act, the procuring entity, including its
concerned officials, shall be responsible for procurement with the
funds at its disposal.
