Section 54, The Education Act, 2004

(1) The Science and Technology Council shall beresponsible for providing policy guidance relating to the development, dissemination and application of science and technology countrywide, while the Science and Technology Secretariat is entrusted with the day-to-day operational issues emanating from the policy decisions of the Science and Technology Council. (2) It shall be the function of the Science and Technology Council to promote all aspects of capacity building in science and technology and related fields at all levels of the education system, popularise science and technology, promote advocacy for the adoption of a science and technology culture, coordinate all research and development activities towards achieving food security, food sufficiency and industrial growth.
