Section 23, The Insurance Act, 2016

(1) All buildings above two storeys under constructionshall be insured against public liability.
(2) For the purposes of this section public liability means
(a) injury and death to members of the public;
(b) damage to neigbouring properties as a result
of excavation and falling objects .
(3) This section shall not apply to employees of the
contractor.
