(1)The Commission may for the discharge of its functionsappoint such committees as may be necessary which shall consist of
members of the Commission or non-members or both and may assign
to them such functions as the Commission shall determine.
(2) A member of the Commission shall be appointed
chairman of such committee.
(3) The members of a committee shall be paid such
allowances as the Commission may determine;
