Section 70, The Insurance Act, 2016

(1) The Commissioner shall be heard by the Court in anymatter relating to the winding up of an insurance company.
(2) Without prejudice to the generality of subsection (1),
the Court shall hear the opinion of the Commissioner if any scheme
under paragraph (d) or (e) of section 69 is contemplated.
