Section 3: Parliament shall, subject to the Constitution,–

(a) approve the State budget, including the Supplementary Estimates; (b) review the annual financial statements of the Consolidated Fund, the annual financial statements of the central government, and the audit reports of the Auditor-General; (c) review an annual report of the Transformational Development Stabilization Fund and the Intergenerational Savings Fund; (d) approve guarantees given by the Minister and loans provided from the Consolidated Fund; (e) ratify external loans contracted by Government of Sierra Leone; and (f) ratify external grants received from development partners.
