(1) Subject to subsection (2) first consideration shall begiven to service agencies located in Sierra Leone and owned by citizens for projects and activities covered by this Act. (2) The service agencies referred to in subsection (1) shall have adequate resources and capacity to add value to the operations, project or activities referred to in subsection (1)
