Section 17, The Persons With Disability Act, 2011

(1) Every person with disability shall be provided withfree medical services in public health institutions.
(2) Where disability is detected in the course of a medical
examination, the attending medical practitioner shall submit to the
medical board established under section 7, a preliminary certificate
of disability showing the kind of disability the person is afflicted with
or likely to be afflicted with.
