Section 2, The Public Debt Management Act, 2011.

(1) Subject to section 118 of the Constitution, the Ministershall have sole authority to borrow money on behalf of Government by concluding loan agreements, issuing Government securities, or entering into supplier’s credit agreements and to issue Government guarantees, both in Sierra Leone and elsewhere and in local and foreign currencies. (2) The Minister shall have sole authority to sign loan and supplier’s credit agreements for and on behalf of Government.
