Section 25, The Public Debt Management Act, 2011.

(1) The Minister may delegate in writing any of hisfunctions under this Act, to the Financial Secretary or to any other
public officer, except the power to make regulations.
(2) The delegation of the function under subsection (1)
shall not divest the Minister of the responsibility for the function or
the exercise of any power hereunder.
