Section 28, The Universities Act, 2005

(1) The staff of the University shall be bound by theterms and conditions of service negotiated by the appropriate staff associations or other negotiating bodies and the University authorities and approved by the Court. (2) Where the negotiating bodies mentioned in subsection (1) fail to agree on the terms and conditions of service for any category of staff, an arbitration committee shall be constituted consisting of three persons, one each nominated by the negotiating body and the University and the third nominated by the Minister responsible for labour relations and agreed to by both parties.
