Section 14, The Government Budgeting and Accountability Act, 2005

Where a service is provided by the Government to anyperson, and the Minister is of the opinion that a charge for that
service shall be borne by that person, the Minister may, subject to
the provisions of any enactment relating to that service, prescribe
the fees to be charged.
