Section 5, The Government Budgeting and Accountability Act, 2005

Subject to the Constitution and this Act, it shall be theprincipal function of the Financial Secretary to ensure the effective
application of this Act, to advise the Minister and to supervise the
staff of the Ministry in the performance of their duties under the
general direction and control of the Minister.
