Section 69, The Government Budgeting and Accountability Act, 2005

(1) Every person shall be personally responsible for theproper custody, care and use of government stores under his control. (2) A vote controller shall be responsible for the general supervision and control of all government stores held within the budgetary agency under him and for the due performance of their duties by his subordinate staff in relation thereto.
