Section 18, the Local Government Act, 2004, exercising authority

(1) Subject to subsection (2), nothing in this Act shallpreclude any fire authority from using water for the purpose of the
prevention or control of fire, from any pipe, public fountain or
waterworks.
(2) Without prejudice to subsection (1), no fire authority
shall use water for the purpose of testing fire-fighting equipment or
for any other purpose except with the consent in writing of the
Company, which consent shall not be unreasonably withheld.
(3) No charge shall be made for water used for the
purpose of the prevention or control of fire under subsections (1)
and (2).
