Section 56, the Local Government Act, 2004, exercising authority

At the beginning of every financial year or within anyother period as the Minister may determine, the Company shall enter into a performance agreement with the Ministry providing for among other things performance targets in areas such as consumer and system expansion, revenue collection, reduction in illegal connection and unaccountable revenue in the specified area stipulated in the First Schedule.
