Section 12: The Minister may make regulations to–

(a) ensure that persons and places protected by the Conventions and Protocols are properly identified, located and protected; (b) protect the fundamental and procedural guarantees during time of armed conflict; (c) prescribe the form of flags, emblems, designations, signs, signals, designs, wordings, identity cards, information cards, insignia or uniforms for the purpose of giving effect to the Conventions or the Protocols or both ; and (d) provide for any other matter necessary for the effective implementation of this Act.
