Section 129, Terrorism Act, 2012

An attempt or conspiracy to commit unlawful activity,money laundering or financing of terrorism, abetting, counseling,
commanding or procuring the commission of unlawful activity, money
laundering or financing of terrorism shall be punishable as if the
offence had been completed.
