Section 7, NPRC DECREE N0.4 1994

(1) The members of the Commission representing the United Nations Children's Fund (UNICEF), the United Nations Development Programme (UNDP), the United Nations Educational Scientific and Cultural Organisation (UNESCO) National Commission, may attend meetings of the Committee, as advisers on the invitation of the Chairman but shall not have the right to vote. (2) The Chairman may invite senior members of the Department of Education to attend meetings of the Commission and the Committee as advisers and they shall have the right to speak but not to vote.
