Subject to this Act, the role of the telecommunicationsoperators shall be to–
(a) build and maintain the network
infrastructure;
(b) provide the basic telephony, data
communications, mobile cellular, radio paging
and private telecommunications services; and
(c) provide new services resulting from
technological developments.
