Section 51, The Telecommunications Act, 2006

(1) It shall be an offence by a public telecommunicationsoperator to unduly restrict the resale of his service unless his licence provides otherwise. (2) Notwithstanding subsection (1), it shall be lawful for a telecommunications operator or service provider to require by notification to the public that any resale of his service shall be done only under permit from him.
