All books, records, registers and documents of every domestic insurer in respect of all insurance businesses, and in the case of every registered foreign insurer in respect of the insurance business transacted by him in Sierra Leone, shall at all reasonable times be open to inspection by the Commissioner or any other person appointed by him for that purpose.
