If the Commissioner is of the opinion that an adequate proportion of the profits arising from life insurance business is not being distributed, allocated or allotted to the holders of life insurance policies in Sierra Leone, he may by notification in the *Gazette* regulate the proportion of the profits that may be distributed or allocated to the holders of life insurance policies in Sierra Leone.
