Section 18, The Independent Police Complaints Board Regulations, 2013

(1) When conducting a hearing the Board is not boundby the rules or practices of evidence and can inform itself on any matter in such manner as it considers appropriate. (2) The Board may require hearings to be conducted with as little emphasis on an adversarial approach as is possible and wherever possible, written submissions may be presented.
