Section 4, The Independent Police Complaints Board Regulations, 2013

(1) The Board shall meet to perform its functions at thetime and place to be determined by the Chairman.
(2) Subject to these Regulations, the Board shall regulate
the procedure for its meetings or investigations.
(3) A decision of the Board shall be by a simple majority
of the members present and voting and the Chairman shall have a
casting vote in the event of equality of votes.
