Section 19, The Right to Access Information Act, 2013

The duty to disclose information shall not apply if, or tothe extent that, compliance with section 2 would, in relation to
information obtained by the public authority from a third party, would
or could reasonably be expected to constitute a breach of confidence
actionable by that third party.
