Subsection (3) of section 19 is hereby repealed andreplaced by the following new subsection (3) If upon receipt of an application for registra tion of a school the Minister is of the opinion that any of the conditions mentioned in subsection (3 of section 18 applies to such school, he may refuse to register such school, and, if he so refuses, shall serve upon the proprietor or manager a notice containingfull particulars of the grounds of such refusal.".
