Section 56, The National Power Authority Act, 1982

In the event of any difference of opinion between a licensee and the Authority or between the management or owner of any installation or apparatus and the Authority regarding any matter affecting the construction, erection, maintenance or operation of any installation or apparatus, the matter shall be referred to and decided by the Minister whose decision shall be final.
