(1) Where it appears to the person imposing a prohibitionunder this Act that the motor vehicle is adapted to carry goods or passengers, or is a public service vehicle not so adapted to carry passengers or goods, the prohibition may be imposed with a direction not to remove the vehicle unless and until the motor vehicle has been examined at an official testing station.
