The owner of a motor vehicle or trailer being used or kepton a road commits an offence where the identification mark is not
fixed as required by regulations made under this Act and is liable on
summary conviction to a fine not exceeding Le500,000 or to a term of
imprisonment not exceeding 2 years or to both.
