Section 23, The Child Right Act, 2007

(1) Every child has the right to life and to survival anddevelopment to the maximum extent possible.
(2) It shall be the primary responsibility of parents to
provide support to their children in the enjoyment of the right referred
to in subsection (1) but they may be assisted by the State in case of
need.
