Section 2, Intelligence Act, 2002

(1) There is hereby established a body to be known as National Security Council. No. 10 National Security and Central Intelligence Act 2002 3 (2) The Council shall consist of:— (a) the President, as Chairman; (b) the Vice-President, as Deputy Chairman; (c) the Minister of Finance; (d) the Minister of Foreign Affairs; (e) the Minister of Internal Affairs; (f) the Minister of Information and Broadcasting; (g) the Deputy Minister of Defence; (h) the Minister of State for Presidential Affairs; (i) the Inspector-General of Police; (j) the Chief of Defence Staff; and (k) the National Security Co-ordinator, who shall also be Secretary.
