Where any change has been made orhas occured in any of Change ofthe particulars contained in any application made under this Act, par the proprietor shall, except where he has been exempted from so tion to be in applica doing by any rulemade under section 15of this Act, within fourteen notifñed. days after the day on which the change was made or occured, deliver to the Registrar and to the Commissioner of Income Tax awritten statementofthe particulars of the change.
