Section 13: The Governor in Council may establish a Local Education

Authority in and for any area where the establishment of such an
authority is in his opinion likely to assist the organisation and
development of education :
Provided that the Governor in Council may constitute a
Local Authority as the Local Education Authority for the area
over which the said Local Authority has jurisdiction.
