It shall be lawful for the President, whenever he shall Presi~entdeem it expedient, in lieu of issuing separate warrants in respect ~a!,~~r~~nt of each defaulter, to issue under his hand and the common seal of \~\e~~h rural the Rural Area Council one warrant for each rural district ms rw · respectively, and to annex or subjoin to each such warrant a schedule of the names of the defaulters in the rural district for which it is issued, and such warrant shall be taken to apply in respect of each of the defaulters named in the schedule annexed or subjoined thereto.
