The title to all lands acquired or leased by a locala-uthority shall be taken in the corporate name of the local authority and all deeds and contracts relating to land requiring to be executed by a local authority, shall be executed in the corporate name of the local authority and- (a) in the ease of the Rural Area Council shall be signed and sealed with the common seal by the President and shall also be signed by another member; and (b) in the case of a rural district council or a village committee shall be signed and sealed by the chairman and one other member of such local authority.
