Section 12, The Rural Area (2) This Ordinance shall come into operation on the first day of January, 1950, or

(I) Whenever a casual vacancy has occurred among themembers of a local authority a fresh election shall be held in accordance with the provisions of this Ordinance to fill such vacancy on such date as the President of the Rural Area Council may declare: Provided that, if the vacancy occurs within a period of less than six months before the third anniversary of the date on which the last general election was held in that local authority, the vacancy shall not be filled. (2) A person elected under this section to fill a casual vacancy shall hold office, subject to the other provisions of this Ordinance, until the first appointed date for the next general election held in that local authority under the provisions of this Ordinance.
