The officers of a local authority and such other personsas shall be duly authorised by a local authority shall have power to enter, examine, or lay open any lands or premises within the area under the jurisdiction of such local authority for any of the purposes of this Ordinance or of any Ordinance to which such local authority is authorised to give effect under section 60, and the owner or the occupier of such lands or premises who refuses after written notice to permit the same to be entered upon, examined or laid open for the purposes aforesaid shall be guilty of an offence.
